Task: digital transformation of the information system of the federal executive authority subordinate to the Ministry of Justice of the Russian Federation

The federal executive authority, subordinate to the Ministry of Justice of the Russian Federation, processes millions of enforcement proceedings across the country every day. As part of the department's digital transformation, the following key areas are being implemented:

• formation and maintenance of a single database in enforcement proceedings in electronic form;
• the functioning of the automated information system (AIS) of the federal executive authority subordinate to the Ministry of Justice of the Russian Federation, which unites all territorial bodies and departments of the structure;
• the work of the superservice "Digital enforcement proceedings" on a Single portal of public services, which provides citizens and legal entities with online access to information on the progress of enforcement proceedings.

Before the modernization, part of the server fleet consisted of imported equipment with expiring support periods, which created risks for the smooth operation of critical information systems. The agency needed high-performance, fault-tolerant and registry equipment capable of processing large amounts of data 24/7, as well as ensuring compatibility with Russian system and application software.

Solution: 167 Altai-TMA RDW servers

The competition commission of the federal executive authority subordinate to the Ministry of Justice of the Russian Federation selected the Altai-TMA RDW servers based on the following factors:

• the presence of a registry conclusion of the Ministry of Industry and Trade of the Russian Federation with a high score (170) - confirmation of Russian localization and compliance with import substitution requirements for public procurement;
• high performance: the server is built on two Intel Xeon Scalable Gen3 processors with a capacity of up to 270 TDP, which provides computing resources for processing multimillion databases of executive productions;
• support for up to 8 TB of DDR4 RAM with a frequency of 3200 MHz - sufficient volume for the placement and operational processing of the database of enforcement proceedings in RAM;
• Scalable disk subsystem: up to 12 LFF SAS/SATA/NVMe slots on the front panel and 4 SFF slots on the back panel, which allows you to flexibly increase storage capacity as data volume increases;
• hardware duplication of BIOS and BMC (DualBIOS, DualBMC) - increased fault tolerance and the ability to restore server health in case of failure of one of the chips;
• compatible with Russian operating systems: Astra Linux Special Edition, RED OS, "Alt Server" 10;
• remote management via the BMC port with IPMI 2.0 and Redfish support - the possibility of centralized monitoring and administration of 167 servers in the distributed infrastructure of the FSSP of Russia.

Altai-TMA servers are located in the central data processing center of the federal executive authority subordinate to the Ministry of Justice of the Russian Federation, as well as in the territorial bodies of the department. The equipment operates under the control of Russian system software, ensuring the functioning of the AIS of the federal executive authority subordinate to the Ministry of Justice of the Russian Federation and the "Digital Executive Production" superservice.

Result: digitization of the database and development of the Russian legal system

167 Altai-TMA RDW servers have been put into operation. The replacement of imported machinery with registry equipment allowed:

• ensure uninterrupted processing of millions of records in the database of enforcement proceedings around the clock;
• increase fault tolerance of critical information systems by hardware duplication of BIOS and BMC;
• accelerate the operation of the automated information system (AIS) of the federal executive authority subordinate to the Ministry of Justice of the Russian Federation in all territorial bodies;
• ensure that the information infrastructure meets the import substitution requirements for government information systems;
• to create a technological base for the further development of the "Digital Enforcement Proceedings" superservice and the expansion of online access of citizens to information on the progress of enforcement proceedings.
