What do you think a modest domestic manufacturer of computer equipment is most often puzzling over? Do you think over the provision of the element base, the rise in the cost of logistics and the specifics of placing orders in contract production in Russia? Of course, all this worries him extremely. But he prefers to bend his convolutions over the most fundamental question of our time: which domestic office equipment from among those that he produces for his native IT market is rightfully considered Russian?
Resolution No. 719 of the Ministry of Industry and Trade adds to this headache. Its essence is as bright as a white day. There is a code for a certain group of products that have special requirements. The impeccable fulfillment of the specified requirements makes it possible to identify which, for example, monoblocks of domestic production or PCs of domestic production are actually produced in Russia, and which shamelessly pass themselves off as Russian products.
And how can there not be a shortage of paper in the country, when in order to avoid all sorts of misunderstandings, any Russian PC production is covered with a bunch of credentials. The first set of technical documents includes design documentation, so-called gerber files, PCB trace files and assembly drawings. All these documents are designed to confirm the right to this development and the right to its production. The second set of documents is rather legal and bureaucratic in nature. He proves on numerous pages of soulless acts and certificates that it was on this machine that this part was produced, which will then be placed in monoblocks for office work. And the machine itself is located in the factory building on the territory of a specific subject of the Russian Federation, and not anywhere in the Middle Kingdom. But in our dashing time there is no faith in paper. Everything must be seen firsthand. And now the expert is leaving to check the documents for production. In the course of it, he checks each document with the fact that is stated in it. Of course, such work is obviously devoid of creativity, but it has its own concrete fruits.
As soon as all the facts are confirmed, the expert writes an on-site examination report with a confident hand. And now, when there is a set of documents and an act of on-site examination, the actual act of examination of products manufactured in the territory of the Russian Federation is written. And now, with this important paper, the long-suffering Russian manufacturer of computer equipment is sent to the Ministry of Industry and Trade. As you just correctly thought, the Russian PC manufacturer is concerned about writing, not technological improvement of its devices.
In June 2022, the leading Russian creators of computer technology finally prepared a draft of a fundamental document, which is not a shame to submit to the Government of the Russian Federation itself. It deals with the introduction of a points system for evaluating computer technology. The interested party itself speaks of this document as an unconditional breakthrough in the difficult process of selecting criteria for compliance with Russian computer technology.
These are the principled positions that were included in the final version of the draft.
The assessment of localization of the Russian-made PC assembly according to the ad valorem share should be replaced by a system of scoring points for passing technological operations. Without this, the domestic PC manufacturer will not be able to access government support measures.

And since the sanctions harmful to our common cause do not allow Russia to deploy the production of its own processors, it is reasonably proposed to introduce a kind of two-story structure of requirements. In it, on the base floor, there will be a "master" production with a Russian processor, and in the attic there will be other foreign "tenants". But both the owners and the tenants in everything else must strictly adhere to the fulfillment of the criteria of Russian production. One order for all. And period!
