Computer manufacturing in Russia: the strategy of success.

Analysis of the prospects for the creation of personal computer production in Russia. Let's take it in order. What is needed in order to finally produce computers of domestic production? In addition to the doctrine of digital sovereignty, probably, a targeted grant will also be required for their development and production, which a domestic manufacturer of computer equipment would seize on. The state, for example, needs specific computers of domestic production. Moreover, a prerequisite is that part of the component base of these devices must be manufactured in Russia. Apparently, it is necessary to clearly state the rules of the game: what should I do? And then a Russian computer manufacturer or a group of IT market participants, seeing this grant and the amount of allocated budget funds, will begin to calculate what needs to be done to get the desired domestic PC.

The Russian computer manufacturer understands that it needs to build a factory in this place, establish a technological chain here, pay for training for future employees of the plant, possibly take them abroad to a similar production. He trains those who will create the Russian production of personal computers in the future, he invests in them, and, in fact, in the technological future of Russia. As a result, the country gets a thriving production with cyclical work, a built-up technological chain, and the IT market acquires the final product: Russian-made computers. And along the way, the country inherits a number of related industries, specialized universities appear, because there is a natural need for personnel.

Now about qualified personnel. The 2022 academic year, according to the representative of the Ministry of Science and Higher Education, will result in compulsory training in IT disciplines for students of hundreds of Russian higher educational institutions. Moreover, it was immediately stipulated that the universities themselves, no matter what "crocodiles" their leadership shed tears, can no longer refuse such an innovation. And why? Yes, because these universities – participants of one of the grandiose state programs in the history of the country, which transforms the process of obtaining higher education into the creation of new scientific knowledge, technologies and developments. All this potential, according to the idea of the Ministry of Education, should not be a dead weight of protected diplomas and scientific dissertations, but be a living solution integrated into the economy of the Russian Federation.

But there is one "but". Even if each of these "burdened" educational institutions will be supervised by specialized IT companies, there are concerns. They are that during the summer holidays the universities themselves will not meet the deadline, which means that compliance with the deadlines for preparing for such impressive reforms may be at risk.
