RUSSIAN IT INDUSTRY: RESUSCITATION OR REBIRTH?

The answer to this question was tried by the participants of the conference, which took place on October 25 in the editorial office of the newspaper Komsomolskaya Pravda. For more than two hours on the air, experts emotionally clarified the viability of the Russian IT industry in the painful transition to import substitution for the Russian economy. According to the apt expression of moderator and journalist Alexey Ivanov, "those who are responsible for the digital sovereignty of Russia" have gathered.

The topic is burning, because there are a good dozen people interested in a substantive conversation. The discussion was attended by representatives of the Department of Digital Technologies of the Chamber of Commerce and Industry of the Russian Federation, the project "Digital Breakthrough", Yandex, Webinar, Avito and Corteos, Lomonosov Moscow State University and the Research Institute of Systems Research of the Russian Academy of Sciences. On behalf of the manufacturers of Russian computer equipment, Maxim Ostroumov, Commercial Director of RDW Technology, spoke.

This discussion could add to the list of already implemented extensive variations on the topic of import substitution. I could, but I didn't! Because the long-term practice of working in the IT market, understanding of the problems of the Russian PC manufacturer and the accuracy of the formulated questions from the speaker of RDW Technology changed the vector of the discussion.

Maxim Ostroumov spoke about the necessary prerequisites for the speedy domestic development of the production of "iron" for electronics and computer technology. In his opinion, significant changes in the legislation of the Russian Federation are taking place right now, which will stimulate this process. He touched upon another basic issue: the training of electronics engineers. Today, there is a lack of balance in the training of personnel for the microelectronic industry in the Russian IT sector. The lion's share of state attention and state support funds are now focused on the creation of the Russian software ecosystem. Of course, solving this problem requires an army of programmers. But both software development and computer production are two self-sufficient parts of a single whole! Unfortunately, the lack of understanding of the importance of maintaining this fragile balance in the Russian IT field is observed not only in such discussions. It is also in the problems of organizing the educational process in Russian universities, and in a certain professional disorientation of the students themselves.

In 2020, our company produced the first domestic motherboard on AMD, – the guest «KP» proudly emphasized. "There is a market share, companies that are interested in AMD-based solutions, and we have successfully closed this part of the demand. In parallel, we are currently developing an Intel-based motherboard. The company's production facilities are located in Moscow, Kaliningrad and Arzamas. If everything turns towards Russian production, factories will be loaded, new enterprises will be opened, and after a while the volume of Russian iron will be; it will be able to grow in Russia".
